PAROLE PALS
SHADOW CORPORATION
Inspirant Inc. is an innocent little corporation with deep pockets and connections to entertainment and humanitarian organizations. They have a special contract with the US government to operate as a parole management entity for ImPort criminals.
ENTRY REQUIREMENTS
Parolees must have been caught and imprisoned for at least one (1) violent crime, causing human life or property damage in excess of $1,000,000. They are then contracted to 1 month of service in PAROLE PALS, with option to continue the work voluntarily for a significant stipend and other undisclosed commercial benefits.
The more crimes a parolee has committed (i.e., repeat offenders), the stronger the mandate/recommendation is to join PAROLE PALS, as standard probation appears not to be adequate. PCs may be given an ultimatum, either Parole Pals or some alternative like Bruce Wayne's prospective mental asylum.
INCENTIVE
For repeat offenders, stricter legal consequences may be the 'stick.'
Additionally, the financial assets and resources of Inspirant should effectively dwarf what any ImPort criminal can make on their own. This is the 'carrot.' This is Amazon, Elon Musk, billionaire levels of infrastructure. There are many perfectly legal business prospects for Parole Pals to endorse.
Additionally, within a few months of membership, each parolee will come to find out: they are low-key encouraged to continue criminal activities, as long as there are financial benefits to the company. For example:

However, members of PAROLE PALS will not be completely immune to consequence! PAROLE PALS will have a 'reality TV show' attitude toward the members perpetrating lesser offenses, where members will be responsible for punishing each other (with OOC consent).
We may also want to consider them tampering with PAROLE PALS' nanites!
In fact, with the existing structure of Inspirant, the company is deliberately designed by the NPCs to be overwhelmed by membership misconduct within the next 1-2 years, and then have its contracts apparently 'bought out' by a replacement corporation, allowing the secret board members to continue to profit.

- Selling and distribution of drugs, smuggled goods, illegally obtained data (private pictures, hacked memories!! etc.) belonging to ImPorts
- Crimes artificially set up and staged by Inspirant's paid-off flunkies or the parolees' cronies/bribe-takers, allowing PAROLE PALS the opportunity to stop them and gain publicity. Similar to the contrived crimes in The Boys (Amazon Prime) or standard organized crime tactics, sacrificing pawns to preserve the kings.

- April-July 2020: OOC recruitment, IC groundwork
- July/August 2020: Parole Pals is ICly officially a thing
- Latter 2020, 2021: Investigate player plots and metaplot, such as CNC2020 and whatever else is coming up
- Our own player plots! Conduct legal and/or illegal testing of military-grade technology on ImPorts
- 2021: Either the faction collapses (lack of OOC interest, etc.) or members eventually perhaps overthrow Inspirant, gain power within the infrastructure, and/or Inspirant itself caves and is replaced by the above-mentioned --
- Allowing the good guys to have 'a win!'
